The researcher say that there are three characters of the government officials in Indonesia; smart, honest (not corrupt) and loyal to the government. However, none of the government officials have all three of these characters at once. If he is smart and honest, he is not loyal to the government. Usually the government officials are stupid, if they are honest and loyal to the government. He is corrupt, if he is smart and loyal to government.
